Mapping and supervised driving start first, and Ontario’s pilot rules expire in October 2027
Waymo Toronto robotaxi plans, announced on 16 October 2026, target public rides in 2028 after mapping and supervised testing. TF explains the rollout phases, the partners and the regulatory gap.
What’s Happening & Why It Matters
The Announcement
Waymo is bringing robotaxis to Toronto, its first Canadian city, according to Electrek. Toronto is the fourth market outside the US, after London, Tokyo and Singapore. Cars start driving city streets in the coming days.
Human specialists drive the cars at first to build high-definition maps and validate the software. Driverless operation follows. Waymo targets its first public riders in 2028, so the 2028 date applies to passengers and not to testing.
The Partners
Toronto-based Element Fleet Management will run fleet operations, including maintenance and customer service. The Canada Pension Plan Investment Board is a long-term investor. Magna International is the manufacturing partner.

Waymo uses white crossover SUVs. The latest vehicles carry 13 cameras, six radar units and four lidar devices. Waymo says the service will create hundreds of roles over time.
The Ontario Pilot
The Canadian Press reports Ontario approved Waymo’s participation in a provincial testing pilot. Electrek notes Waymo’s announcement cites no permits or approvals. Ontario’s pilot rules cover testing and exclude commercial ride-hailing. Electrek reports the rules are due for revocation on 13 October 2027.
The province has not said what replaces them. Ontario requires a credible jobs plan with projected positions and hiring timelines. Gatik already runs 50 driverless box trucks for Loblaw under the same pilot. TF covered another phased robotaxi rollout in Uber Begins Robotaxi Testing in Manchester UK.
The Safety Claims and the Winter Test
Waymo says its cars drove more than 400 million driverless kilometers. The company claims 95% fewer serious-injury crashes than human drivers in its cities. Waymo reports more than 500,000 paid rides per week across US metros. Waymo supplied the figures, and no independent audit backs them.
Toronto winters bring slush, road salt and freezing rain. The long supervised phase will test Waymo’s all-weather claim. Tesla runs robotaxis in seven US cities and has set no Canadian date.
My take: Regulation is the bottleneck for 2028, and the technology is ready to start mapping. Ontario must write commercial rules before its pilot lapses in 2027. Mayor Olivia Chow’s office said in April the city would not back a service with job losses. Waymo has to prove its jobs plan to keep city hall on side.
TF Summary: What’s Next
Waymo must finish mapping and begin supervised driving over the winter. Ontario has to publish a commercial framework before October 2027. Toronto officials will review the jobs plan. Rivals will watch the Canadian market.
MY FORECAST: Ontario will announce a commercial robotaxi framework by mid-2027. Waymo will start driverless testing in Toronto in 2027. Tesla or Uber will name a Canadian city before the end of 2027. Waymo’s first public rides will start in 2028 or later.
