Fmr. PM Draghi Addresses EU’s Tech Ambitions

Mario Draghi Pushes for Stronger EU Tech Leadership Amid New Regulations

Economist and former Italian Prime Minister, Mario Draghi, delivered a call for Europe to deepen its role in technology & innovation during his address on the economic region’s future. Draghi, known for stabilising the eurozone during his tenure as president of the European Central Bank, emphasised that Europe risks falling behind global tech leaders unless decisive action is taken. His comments come amid worries that the EU’s competitiveness, regulatory complexity, and dependence on non-European firms for cutting-edge technologies (i.e., artificial intelligencesemiconductors, and cloud computing).

What’s Happening & Why This Matters

Draghi’s message is clear: Europe must invest heavily in research and development, streamline regulations, and build a cohesive strategy to compete globally. His speech directly addressed issues raised by the European Commission, which recently introduced strict rules for political advertising transparency. These rules, effective from October, aim to prevent election interference and information manipulation. However, they have already drawn criticism from major tech players like Meta and Google, who announced plans to halt political advertising in the EU due to the regulatory burden.

The new regulations, known as the Transparency and Targeting of Political Advertising Act (TTPA), require political ads to carry clear labels identifying sponsors, financial details, and targeting techniques. While intended to promote fairness and trust, these rules have created uncertainty for advertisers, broadcasters, and publishers. The European Broadcasting Union and other industry groups warn that the definitions of what qualifies as political advertising remain vague. This puts media companies at risk of unintentional violations. Draghi stressed that while regulations are important, they must not stifle innovation or create barriers that discourage businesses from operating in Europe.

Draghi also identified the urgent need to strengthen Europe’s technological infrastructure. The continent lags behind the U.S. and China in several critical sectors, including AIgreen technologies, and digital services. He urged EU member states to pool resources to build competitive European alternatives and reduce reliance on foreign technologies. He included increasing support for startups, improving access to venture capital, and fostering cross-border collaborations among tech firms and research institutions.

Draghi’s address also touched on geopolitics. He noted that technology is now a key driver of global influence. Europe’s ability to protect its data, defend against cyber threats, and maintain digital sovereignty will determine its future economic stability and independence. Without strategic investment and a unified approach, Europe risks becoming a follower rather than a leader in the next waves of technological transformation.

TF Summary: What’s Next

Draghi’s call to action gets to the heart of Europe’s hodge-podge tech strategy. The EU needs a better balance across regulatory oversight, innovation, and growth. As new rules (i.e., TTPA) take effect, policymakers must establish clearer guidelines that protect freedoms while supporting the digital media markets. The upcoming Dutch parliamentary election is the first major test of the new regulations.

MY FORECAST: Europe’s challenge is twofold: 1) build world-class technology ecosystems and 2) create policies that attract rather than deter investment. Draghi’s vision is a framing roadmap to attain both goals. However, success is linked to swift, coordinated action by EU leaders, businesses, and researchers.
